Do all WiFi IP-addresses, start with a "10" (as in, 10.x.x.x) ?

That depends on your router setup.  On my router, the local network IP addresses start with a 10, but I believe that can be changed.

Local network addresses are those devices connected to a particular router.  You could have identical IP addresses on 2 different routers, but will still only be accessible to the devices on the router to which you are connected at the time.
